DELTA STATE UNION OF NIGERIA - HAMBURG GERMANY

EXECUTIVE OFFICES OF THE UNION:

The President: Mr. Ekene Acha
The vice - President: Mr Anthony Abuah
The general secretary: Mr. Benjamin Jacob
The treasurer: Mr. Andrew Ijeh
The financial secretary: Mr. Issac Edeki Egberoh
Social secretary: Mr Jonah Onoriobe

A. THE PRESIDENT

i. The President shall preside over/ Chairman all meetings of the Union and also executive meeting.
ii. In consultation with the executives the President shall represent the Union in all matters relating to the government or other Unions.
iii.The President shall convene all meetings.

B. THE VICE-PRESIDENT

The vice-President shall perform all functions and duties which the President performs but only if the President is absent or ill or permits.
The vice -President shall also assist the President in the day to day running of the Union.

C. GENERAL SECRETARY:

i. The general Secretary shall be responsible for the running of the Secretariat of the Union,
ii. All reports from committees, officers or any other organs of the Union shall be passed to the general Secretary for record purposes.
iii. The general Secretary shall communicate all decision of the general meeting to the affected person or parties.
iv. In consultation with the President, the Secretary shall summon the executive meeting.

D. TREASURER.

i. The treasurer shall be responsible for the keeping and approved vouchers of the Union duly signed. He / She shall deposit all monies of the Union handed over to him / her with the Union's bank.
ii. The Treasurer shall acknowledge receipt of all monies handed over to him whether from the financial secretary or from any other source.
iii. All payments to the Union must be made through the Financial Secretary in the absence of special circumstances.
iv. Where the Treasurer receives any money from a source other than from the financial Secretary then the Treasurer shall pay such money to the bank and give the duplicate receipt of such payment to the financial Secretary and keep triplicate copy to himself while the bank retains the original copy. Although the Treasurer can deposit money on behalf of the Union as aforesaid, he has no power to withdraw any money from the account unless some conditions are fulfilled like; -

1. The voucher must be signed by the President or in his absence the vice· can do that.
2. The authorised signatories of the Union are the President,· the vice President, the Treasurer and the financial Secretary.
3. For purposes of withdrawal, the authorised signatories are either the· President and any of the other signatories or three signatories· excluding the President.

E. FINANCIAL SECRETARY:

i. The financial Secretary shall keep record of all the accounts of the Union, that is, all income and expenditure.
ii. The records kept by the financial Secretary must be separated and independent of the accounts kept by the Treasurer.
iii. The financial Secretary shall submit an account of his records of financial transactions of the Union to the annual general meeting.
iv . The financial Secretary shall receive all monies payable to the Union issuing receipt for same and shall submit same to the Treasurer.

F. THE PUBLICITY SECRETARY.

He shall publicise all the activities of the Union employing where need be, the Service of the mass media but when approved by the executive or the Union.
He shall in co-operation with the Secretary see that the activities of the Union are brought to the notice of all branches or off sheets of the Union .

G. THE SOCIAL CO-ORDINATOR:

i. He shall be responsible for all social activities of the Union.
ii. He shall control the fund allocated by the Union for the holding of any social function and shall render proper account of same immediately after the function to the financial secretary and executive.
iii. The Social Co-ordinator shall keep account of all stock of the Union's property used or to be used for social functions and shall keep the Secretary informed once every year.
iv. The Social Co-ordinator shall advise the executive or the general meeting on social issues particularly with a view to minimising costs.

F. THE PROVOSTS:

i. He shall see that peace is maintained at all executive and general meetings.
ii. The Provosts shall be responsible for distribution of entertainment at social gatherings, executive or general meetings.

THE PATRON:

The Patron shall act as the father of the Union or the executive on contentions issues.

ELECT1ON:

Elections should be done every two years.  
Every elected officer shall not hold the same Office for more than two terms of 2 years each unless there is a special motion.

MEETINGS:

The meeting Starts by 4.00p.m to 6.00p.m it is held once every month, at the end of the meeting a new date for the next meeting is fixed. Monthly dues are €5 for each member and €10per family. In order to enjoy the social benefits of the union, the member must be an active and financial member. Members are expected to come with their children to the meeting; this is highly welcomed.

THE ETHIC:

Ethic within the Union is not necessary and all members are equal, there should be no comparison.
Members should try to solve their differences if any, and if not possible among the people concerned, then it could be discussed in the meeting.

AMENDMENT OF THE CONSTITUTION:

This constitution can be amended under the following condition.-
The proposed amendment must be approved by majority of members of Delta State Union.
The person moving the motion for the constitutional amendment must give at least two months notice.
